Police found 'responsible' for Jugnu's death: Moin orders severe action

KARACHI: A deputy superintendent of police, along with 15 other officials have been held responsible for the 'death in custody' of Asif Jugnu, the alleged prime accused in the Hakim Said murder case, it was authoritatively leant here on Sunday.

Officials disclosed that Governor Moinuddin Haider, immediately on receipt of the inquiry report, ordered severe action against them. He directed the provincial home secretary to proceed against the concerned policemen, and award them exemplary punishment.

The inquiry was conducted by the deputy commissioner (central) in his capacity as the district magistrate of the area. Asif alias Jugnu died in police custody on October 23, 1998. His death had caused public anger against the police.

Sources in the Home Department said, the inquiry concluded that the concerned officials who included a senior inspector, four sub-inspectors, three assistant sub-inspectors and other policemen of lower ranks, had manipulated the evidence, fabricated documents, made wrong entries in official registers, and had filed false FIRs against the deceased.

Those found guilty were: DSP Ghulam Subhani, Inspector Javed Anjum, SI Ghulam Reza, ASI Arshad Butt, SI Ghulam Ahsan Zulfiqar, SI Mumtaz Hussain, SI Asghar Dhahri, SI Shoaib Ali, ASI Pir Bakhsh, Head Constable Arshad Hussain, Head Constable Nizamuddin, Constables Shahzad Nazir, Mohammad Azam, Mohammad Hussain and Ashiq Hussain besides Mohammad Akram, Mazhar Farooqi and Musheer.
